Yep, it's from SXC alright. I downloaded it last week and forgot to bookmark it so I couldn't put the link. I experimented a lot with the stock, changing the blending mode, applying filter, cloud effects, and adding shadings.
As for the snow effect, the snow on the foreground is just soft round brush with brush options like opacity jitter and size jitter. The girl's name is Akari.

Lol you sure like orange don't you? xD You fav'd my previous wallpaper which is orange, and now you've also fav'd my recent orange wall. =3 Btw, i don't think that character is from any anime. It's just an artwork by an artist called Sumi Keiichi. He does really lovely pieces of artwork. ^_^
